  17. <p>As Bosnia's President signs a peace plan, Serb fighters press
  18. eastward
  19. </p>
  20. <p>     With fast-moving Serb combatants on one track and the
  21. painfully deliberate forces of international diplomacy on the
  22. other, the struggle to resolve the civil war in Bosnia has turned
  23. into a hare-tortoise race. With more than two-thirds of the
  24. former Yugoslav republic under their control, Serb nationalists
  25. continued to drive eastward, occupying about one new village a
  26. day, toward Muslim Srebrenica. A U.N.-sponsored relief effort
  27. to airlift the ill and injured out of Srebrenica collapsed when
  28. Serb gunners shelled mission helicopters, killing two.

  30. <p>     At U.N. headquarters, Bosnian President Alija Izetbegovic,
  31. a Muslim, finally signed on to a four-part peace plan calling
  32. for dividing the Balkan country into 10 semiautonomous regions.
  33. On Friday General Ratko Mladic, the commander of Bosnia's
  34. Serbs, agreed to a cease-fire early this week. Whether that
  35. amounted to a real military pause just short of the goal--or
  36. a ploy--remained to be seen.
